On 31st October 2024, an Accelerated Misconduct Hearing was held at Lancashire Constabulary Headquarters in respect of Former Officer 3680 White.

The alleged breach of the Standards of Professional Behaviour was as follows:

It is alleged that Former Officer 3680 White worked as a delivery driver whilst on sick leave and without having declared a business interest. It is also alleged that when Former Officer 3680 White’s business interest had been suspended, he was given a clear lawful order to cease his golf caddying role with immediate effect and continued to caddy in breach of the lawful order.

The Chair found the conduct breached the Standards of Professional Behaviour, namely Honesty and Integrity, Orders and Instructions, Duties and Responsibilities and Discreditable Conduct and amounted to Gross Misconduct. Had Former Officer 3680 White still been a serving officer, he would have been dismissed. He will now be included on the barred list.

Between 4th- 7th November 2024, a misconduct hearing was held at Ormskirk Police Station in respect of Police Constable 4135 Lowe.

The alleged breaches of the Standards of Professional Behaviour were as follows:

It is alleged that Police Constable 4135 Lowe engaged in unwanted conduct in respect of female colleagues on occasions off duty, and that PC 4135 Lowe made offensive and inappropriate comments to, and about colleagues off duty.  It is also alleged that PC 4135 Lowe touched a colleague in an unwanted manner whist off duty.

It is alleged that Police Constable 4135 Lowe has breached the Standards of Professional Behaviour relating to Authority, Respect and Courtesy, Honesty and Integrity and Discreditable Conduct.

The panel found that PC 4135 Lowe’s conduct amounted to misconduct in relation to:

  • Sending WhatsApp messages to a colleague which included offensive and inappropriate comments referring to two female police constables.
  • When a now, former colleague indicated he could see up the skirt of a female colleague and suggested to PC Lowe that he also look, PC Lowe did so and failed to challenge the inappropriate conduct of the now former colleague.

The panel found that PC 4135 Lowe’s conduct amounted to gross misconduct in relation to:

  • PC Lowe made a comment relating to sexually assaulting a female colleague if he were to search her. This comment was overheard by the female colleague in question.

In light of the stated conduct, it was found by the panel that Police Constable 4135 Lowe has breached the Standards of Professional Behaviour in the area(s) of Discreditable Conduct, Authority, Respect & Courtesy and Honesty & Integrity (Integrity only).

PC 4135 Lowe was given a sanction of a final written warning remaining live for a period of 4 years.
